Why is offside different at a ruck than in open play?

In open play, offside is judged relative to the ball carrier. At a ruck, an offside line is instead drawn behind the hindmost foot of the players involved, running the width of the field, since there's no single ball carrier to measure from once the ball's on the ground and being contested.
